                   A RESOLUTION AUTHORIZING THE TEMPORARY
                   CLOSURE OF ST. ELMO AVENUE AND CUMMINGS
                   HIGHWAY MORE PARTICULARLY DESCRIBED HEREIN
                   ON SUNDAY, SEPTEMBER 9, 1990 FROM 7:00 A.M.
                   TO 1:00 P.M. FOR THE "THE CHOO CHOO FESTIVAL
                   BICYCLE CLASSIC" SPONSORED BY THE EAST RIDGE
                   BICYCLE CLUB UNDER CERTAIN CONDITIONS.
                  
                                                    
                  
                  
       	    	 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
       CHATTANOOGA, TENNESSEE, That there be and is hereby authorized 
the
       temporary closing of St. Elmo Avenue between Tennessee Avenue and 

       Cummings Highway, the westbound curb lane of Cummings Highway
       between St. Elmo Avenue and Interstate 24, the westbound shoulder 

       of Cummings Highway between I-24 and the City limits, the
       northbound shoulder of Birmingham Highway between the City limits 

       and Cummings Highway and the eastbound curb lane of Cummings
       Highway between Birmingham Highway and St. Elmo Avenue on Sunday, 

       September 9, 1990 from 7:00 A.M. to 1:00 P.M. for the 
presentation
       of "The Choo Choo Festival Bicycle Classic" under the sponsorship 

       of the East Ridge Bicycle Club provided that the sponsor shall 
set
       out traffic cones, flasher barricades, and warning signs in
       accordance with the traffic control plan attached hereto and 
shall
       provide, at all times, an access lane for fire and other 
emergency
       vehicles.
